Whirlwind Spin (旋風回転刃 Senpū Kaiten Ha, lit. "Whirlwind Rotating Blade") is a technique used by Oceanus Shenron.
First, the user puts both of their middle and fourth fingers together while the points of the index are placed together, thumbs, and pinkies to create a sign. Then, the user releases his/her hands to form a razor-sharp wind tornado (with him/her as the epicenter) that cuts and damages the opponent, inflicting a great amount of damage.
Oceanus Shenron uses this attack on Goku during her battle with him and Pan. After Goku had countered her spin attack with his own, Oceanus uses the "Whirlwind Spin" on Goku, trapping the Saiyan in a cliff. With Goku helpless, the bird of Colm, a friend of Pan's, dives from above the Whirlwind Spin attack and attacks Oceanus' head. Because of this, Pan figures out the weakness of the Whirlwind Spin: Oceanus is vulnerable to attacks from the very top of her. Pan fires her first perfect Kamehameha at Oceanus, stopping the attack. Free, Goku fires his own, putting an end to the Shadow Dragon.
Later, Omega Shenron uses this attack on Super Saiyan 4 Goku after the latter is frozen by Omega's Super Ice Ray. With subsequent attacks by Mighty Hurricane Fury and Dragon Thunder, Omega knocks the Saiyan to the ground unconscious.
Video Game Appearances
Oceanus Shenron uses the attack in both her forms in Dragon Ball Heroes where it is named Whirlwind Blade. It can also be used by any type of Hero Avatar after the sixteenth wish to Super Shenron to "Teach me a Super Attack!". A stronger variation of the move named Super Whirlwind Blade is used by the boss Super Oceanus Shenron.
In Dragon Ball Fusions, Whirlwind Spin appears as a combination of Ultra Whirlwind Blade and Ultra Energy Blast used by the EX-Fusion Racyord. This version is performed by the user creating two energy sphere that orbit around the user upwards then combine into a large bluish-white Energy Disc that has a chance of inflicting PWR Down if it hits the target after being thrown.
