Does Super Saiyan Really Multiply You're Power By 50?

I know it's been 'officially' stated that the Super Saiyan Tranformation multiplies you're power by 50, but does it really? This goes for all the another Super Saiyan forms and there multiplying as well. There has been a couple of instances where it seems literally impossible for the Super Saiyan form to multiply there power by 50. Like when Goku fights Pikkon, they seem nearly equal when Goku's in his normal form and Pikkon has his weighted training clothes on and then again nearly the same when Goku goes Super Saiyan and when Pikkon takes his weighted training clothes off. That would mean that Pikkon would have to be 50 times stronger with his weighted training clothes off than when he has them on. I just don't understand, can someone please explain this to me?
