He, unlike the others, can kill someone as a request. After using the Black Star Dragon Balls, they scatter around the Milky Way. The host planet shall explode if the dbs are not brought back to the host planet in a year.

Red Shen Long was used to transform Goku back into childhood in a wish accidently made by Emperor Pilaf.
