In Age 975, the Guardian of Earth Dende reveals his existence to the current King of Earth and becomes an advocate for this new policy in wherein Earthling, Namekian, and Majin children are removed from the loving care of their parents and live independently in nature. The policy itself resembles Piccolo's initial training of Gohan (as well as Piccolo's own childhood) and Dende promotes it in the hopes of finding a savior among the current generation.
The Youth is among the children raised through the Troublemaker Education policy.
