First of all every single character in Dragon Ball Super is well beyond Super Vegito, and that probably includes Shantza (the lowest on the list). Goku in Resurrection of F has become stronger than Super Saiyan God Goku in the BOG saga, as Krillin and the other Z-Fighters (except Jaco) were able to see some of Goku v Beerus, but not Goku v Frieza. There was a small boost with Goku and Vegeta (probably miniscule, depends on how you wanna interpret things), and then a massive boost in the Black arc, as Goku Black was on par with SSJ2 Goku at the beginning, and Goku Black had become powerful enough to survive an assault from SSB Goku. That is a GIGANTIC jump in power, and Super Saiyan Rose just makes everyone even stronger. Assuming there are no boosts to Black afterwards (and that is a heavy lowball as Black is constantly getting boosts), SSB Vegeta later in the saga is able to easily overpower Black. Assuming Goku and Vegeta have trained in the TOP arc so they are equal/Goku somehow trained so he became as strong as Vegeta in a very small amount of time (expected with DBS's bad writing), they are much, much stronger already. In the TOP arc, likely a year has passed since the Super Dragon Balls are active, and Goku is able to survive the Kaioken x20 with SSB with no (at least not visibly) differences in stamina, while in the Zamasu arc he fainted just from using the Kaioken x2, showing a clear (though unknown) power jump. Just the boost from BOG to ROF is enough to make the names for these tiers meaningless, but also, Buuhan > Kid Buu. Super Vegito is stated to be the strongest in the original Dragon Ball manga, and it is even stated that when Buu is transforming into Kid Buu, that Buu is losing power while doing so. To say that Buuhan is weaker than Kid Buu is saying that Super Saiyan 3 Goku, who was able to fight with Kid Buu shortly, is stronger than Buuhan. Also, the interview posted in an earlier comment by Chief of Staff Top shows an interviewer asking this. Toriyama never confirms this. Not only are the tiers wrong, but so is Buuhan < Kid Buu.
Now for the actual power scaling and what I disagree with. Goku is obviously MUCH stronger in the end of the tournament than at the beginning, as Goku in his base form was able to stand up and overpower the Pretty Black Cannon, something Android 17 couldn't do, who could push back Toppo when he was blocking 17's blasts. He was also able to withstand attacks against Jiren in the beginning of their second fight without needing Kaioken. This is likely through Zenkais and the fact that fighting all these people is like training. The same is likely true for Vegeta.
Android 17 is MUCH stronger than SSJ Goku and Vegeta (at the beginning of the tour), considering that he was fighting with (regular) Toppo and was doing well for a period of time. I am aware of his great experience, but he was able to push back a blocking Toppo with his energy blasts, which clearly shows that Android 17, though not as strong as Toppo, who is up with Start of TOP SSB Goku, is much stronger than you listed him.
I don't think Hit is SSB level, as it's been stated before he beats his opponents using technique, not strength, but he still has great strength, and has shown to be stronger. Nothing's been told about how strong Hit is, and we haven't seen too many fights with him, so I'll have to just agree with you on Hit's place.
Dyspo's probably only SSB level when he's going super quick, with his force being that great. Otherwise, we don't know how strong he is.
When you put TLSSJ over regular I'm going to guess you mean the version where Kale isn't so buff and she is in full control of her power (the version she used against the Pride Troopers to protect Caulifla). If you mean that then I agree that regular LSSJ Kale is stronger than that.
Saonel and Pilina were probably at that strength at the beginning of the tournament, but if you mean near the end when they got that boost, I disagree with them being on par with SSJ Goku and Vegeta.
I agree with you on the higher placements of the tier list ("Beyond SSB" and "UI") except for Anilaza, who I think fits better being stronger than Super Saiyan Kefla, as Anilaza was able to wipe the floor with Super Saiyan God Goku, 17, 18, SSJ Vegeta (may be 2? idk), and Gohan, and was able to hold them back with that winged-transformation while they were all powered-up. If Goku's base was stronger than 17, then he should probably be much stronger than Anilaza.
SSJ2 Caulifla is on par with SSJ2 Goku (at least in the beginning of the tour). They were literally fighting on par, and there is nothing that states they aren't.
I honestly don't think that Dr. Paparoni and Frost should be where they are, considering Dr. Paparoni has no feats and probably doesn't bother to fight back against the Z-Fighters once Koichiarator is defeated because Anilaza is his only chance. I think he should be way more below. Frost isn't on the same level as Ribrianne imo, but that's your choice.
Piccolo is much stronger than where you put him at, as he was able to fight with a new base Gohan after having his potential unleashed. He's certainly up there. He's also better than 18, as 18 nearly lost against Gamisaras, but Piccolo beat him.
Honestly if I were to put all of my thoughts on this tier list it'd probably have to take a thread. This post is very long already. But yeah, those are my opinions on your tier list. I hope I didn't make you mad or offended or anything, those were not my intents. If you disagree with me, I'm okay with that too, and am willing to debate.
