The Emergence is the 390th chapter of the Dragon Ball manga.
summary
everyone is expecting the emerging of goku and gohan from the hyperbolic time chamber and they emerge with their sayian armour all tattered and damaged. To everyone's surprise Goku and Gohan emerge out as super sayians.Goku asks goku whether the cloths he left is there and Mr Popo says yes and gets the GI.Then Goku and Gohan demand for food as they had not eaten from some time and gobble up hungrily which goku explains as Gohan and Goku could not cook well so it was long since they had eaten home cooked meal. Gohan asks piccolo for cloths like piccolo himself and he uses his clothes beam to change gohans clothes.Goku asks how strong cell is and the current situation as he dosent know how strong cell is after perfection as Vegeta asks whether Goku can beat cell. Goku using instant transmission goes to the ring.

Goku tells he does not need the Time Chamber anymore
As goku reaches the cell games arena Goku and cell enter a stand off and Cell declares that here will be the fate of the universe declared and the whole planet's sky turns dark and thunder and lightning is seen and a flash back of how cell reached his final form appears and Goku declares that he will be the first to fight Cell in the ring so he leaves all the others out of this. Goku says that Cell is not the first person who has tried to rule the universe by his evil ways and then he returns to the lookout where trunks asks whether he can beat cell but goku says he dosent stand a chance right now.
