Summary[]

Piccolo asks Dende if he's certain he can make Dragon Balls with Goku saying the guy on New Namek vouches for him. Dende says he could make Dragon Balls in 100 days, to Goku's shock, not realizing it would take that long. However, Dende adds that he could make them right away by reactivating the Earth's Dragon Balls, improving them so they grant three wishes, like the Namekian Dragon Balls. Piccolo asks if it's possible to make it so they can revive more than one person with a single wish, giving the intention to wish for the multitude of people killed by Cell back from the dead, and Dende confirms this, though doing so means they only get two wishes.

Piccolo says this is acceptable and then asks Mr. Popo to bring his model of Shenron. Dende proceeds to restore life to the dragon and reactivates the Dragon Balls, surprising everyone at how quick he managed to do this while Piccolo silently approves of Dende's talents. Goku says he is going to go get the Dragon Radar to find the Dragon Balls and tells Gohan to stay with Dende and that he doesn't have to train anymore until the Cell Games. Gohan is surprised but Goku reassures him before teleporting away. Future Trunks asks Gohan what Goku's thinking and why he's so cheerful knowing that Cell is stronger than him. Gohan doesn't know what's going on either as Goku chooses not to tell him anything. Krillin thinks Goku has a plan, but Piccolo suggests he's just being fatalistic. Everyone silently ponders Goku's intentions.

Everyone passes the time until the Cell Games in their own way. Bulma and Dr. Brief work on repairing Android 16, while telling Goku, who is grabbing the radar, about Dr. Gero's genius when creating the androids. Goku begins his hunt for the newly revived Dragon Balls seeing that the Dragon Balls are truly back. Vegeta and Future Trunks continue their training. Cell waits in his arena bored, thinking ten days was too long. Goku finds the last of the Dragon Balls in the ocean. Mr. Satan becomes famous as the hero about to face Cell.

Finally, the day of the Cell Games arrives. Goku suits up in his gi, ready to go. Chi-Chi asks Goku to not get killed and he gives her a small reassurance. But when Chi-Chi asks if Gohan's not fighting and wants Goku to promise to make sure that Gohan is not fighting, instead of assuring her that he won't let Gohan fight, however, Goku gets going instead to avoid the topic, which confirms the truth for Chi-Chi.

Goku arrives at the Lookout and sees that Vegeta is not with everyone. Piccolo tells him that Vegeta already left and Goku thinks that Vegeta must have gotten better is he is raring to go. Goku then notices the tension from the others, wondering what is wrong, and if they are getting nervous. Krillin reveals that the new Dragon Balls still can't revive anyone who's already died once. Dende shamefully apologizes for not speaking about it sooner. Goku, however, just says all they have to do is not die, making Krillin concerned, as they are going to face Cell. Goku then hurries everyone or else they will be late. They all head off for the Cell Games.

Cell is waiting with anticipation for his chance to finally face Goku in battle. On a ridge far away, a ZTV cameraman is recording the scene below and Jimmy Firecracker is reporting that the Cell Games are about to begin. Eventually, Mr. Satan's car arrives, and Mr. Satan steps out, posing for the camera, then directing a thumbs down towards Cell, all while Jimmy commentates Mr. Satan's actions and intentions to the whole word. Cell, unimpressed and confused at who Mr. Satan is, labels him as an "insect". Jimmy then announces that there's only fifteen minutes until the Cell Games begin, predicting that Mr. Satan will come out victorious in the end.
