Super Saiyan Power[1] is an ability used by Goku in his base form in order to utilize some of the Super Saiyan power without actually transforming fully into a Super Saiyan.
Overview
When aiding Gohan with the Father-Son Kamehameha in the manga, Goku appears with black Super Saiyan hair. In the anime, Goku uses this technique when confronting Frieza, Cell, King Cold, and the Ginyu Force in Hell. He uses the power to defeat the Ginyu Force and prepares to fight Cell until Pikkon attacks and defeats Cell in a few hits.[1]
During the fight with Kid Buu, Goku takes on this form after dropping out of his Super Saiyan 3 transformation as a result of taking several ki blast attacks before falling down from exhaustion.
Later, in Dragon Ball GT, Goku uses this power up when starting his fight against Frieza and Cell in Hell. During the battle with Naturon Shenron, Goku briefly uses Super Saiyan power while talking to Naturon before transforming to Super Saiyan 4.[1]

"Super Saiyan power" was named for this kind of ability to transform to two different forms in Dragon Ball Heroes. It is usable by both adult Goku and GT Goku. The ability makes it that, if Goku transforms into Super Saiyan on the second turn after a Kamehameha, power is +2000, or +5000 if it is greatly successful, transforming him into Super Saiyan 2.

Before & after
- Originally, the transformation's creation was something of an accident during production. Originally, Goku was intended to actually turn into a Super Saiyan when fighting the Ginyu Force and Cell, as indicated by the trailer for the episode Warriors of the Dead. However, this was changed to have him fight in base form due to it ruining his not exposing the Super Saiyan form to Pikkon until their match later in the Other World Saga otherwise. As a result, they changed the hair color to black yet left it in the Super Saiyan style and retained the golden aura since it was too late in production to reanimate the scene.
