Plot[]
Red Ribbon Resurrected[]
As Pan finishes her day at kindergarten, she is picked up by Piccolo on behalf of her busy parents. The pair head to Piccolo's House where Pan shows an interest in becoming a superhero like Goten and Trunks who have recently had to give up their superhero antics. Noticing her interest, Piccolo decides to begin training Pan. At the Sunset City Police Department, Sergeant Nutz and Krillin give a presentation on the infamous Red Ribbon Army, Magenta, the president of Red Pharmaceuticals and Dr. Hedo. With Hedo being released from prison in three months time, Sergeant Nutz believes they will try to recruit him. Meanwhile, at Red Pharmaceuticals, Carmine informs Magenta of the information he has obtained on Hedo and the pair vow to grab him when he's released from prison as he is needed to conquer the world.
Three months later Hedo is released from prison where Magenta and Carmine greet him. However Hedo is already aware of their identity, having used Hachimaru to spy on them. As Hedo takes a ride with Magenta, Krillin waiting nearby, tails them to find the location of their secret base. Inside the car, Magenta offers Hedo one billion zeni for each android he creates and with dreams of creating the strongest androids ever the scientist agrees to ally himself with the Red Ribbon Army. Asking who the biggest obstacle standing in their way is, Magenta explains that it is those who took down Cell, a secret group of powerful alien warriors connected to Capsule Corporation and tells Hedo that he believes they are planning an invasion of Earth. At the same time, Hedo having spotted Krillin, uses Hachimaru to attack him and after Krillin lets his guard down he is struck at full speed and is taken out of commission, losing track of the car and their chance to find their secret base.
Six months later, Pan continues her training under Piccolo who notes that she appears to have more talent than her father. Still, Pan finds herself frustrated at her lack of ability to fire Ki Blasts or fly though Piccolo tells her that there is no need to rush as she is only three years of age. Following their day of training Pan heads off home. The next morning, Piccolo's own training is disturbed when Videl calls him up on the phone and asks him once more if she can pick Pan up from school, bribing him with another plushie.
Annoyed, Piccolo heads to Gohan's House where he demands to know what Gohan is doing and suggests that Gohan continue his training as evil could show up at any time. Gohan casually waves the thought off when Piccolo suddenly attacks him and while Gohan blocks the first blow, he misses the second and takes a punch to the gut. Piccolo conjures up some Weighted Clothing for Gohan to wear and heads back home to train.
As he continues his training, Piccolo is disturbed once more when he is attacked by a mysterious assailant with Piccolo noticing the Red Ribbon Army logo on his sleeve. After Piccolo realizes Gamma 2 is an android, Gamma 2 tells Piccolo he was sent there on a basic trial run but decides instead to kill him as he knows too much. The two fight and with Piccolo confirming that Gamma 2 is an android. Following a mighty blast from his Ray Gun, Gama 2 believes he's killed Piccolo and leaves. Piccolo, having just managed to dodge Gamma 2's attack and slip away in the dust, follows the android back to the Red Ribbon base.
There Piccolo subdues a guard and steals his uniform to use as a disguise. Piccolo finds his way into a control room where Magenta, Carmine, Dr. Hedo and the two Gammas are holding a meeting, along with a number of soldiers standing guard. Gamma 1 chastises Gamma 2 for not confirming Piccolo's death body and reveals via camera footage that he got away. Angry over this, Magenta says that if this mistake reveals their identity to the enemy, they'll have to hasten their plans. He orders Dr. Hedo to quickly finish his work on "Cell Max", but Hedo insists the two Gammas can finish the job on their own. He is also hesitant to activate it as his control system isn't finished, meaning he could easily turn against them.
Overhearing the conversation about Cell Max, Piccolo slips away to contact Bulma by phone. He asks if Goku and Vegeta are around, but they're off training with Beerus. He asks Bulma to contact Whis. While waiting he heads to Korin's Tower to acquire some Senzu Beans. While there Korin gives Piccolo the only two Senzu Beans he has. Piccolo gets a call back from Bulma, saying she's had no luck contacting Whis. With few options left to defend the Earth, Piccolo wonders if Dende could give him what he needs.
Bulma eventually finds the device and tries to contact Whis though he misses the call, being distracted by Goku and Broly who are engaged in a training match. The two fight in base form with Broly being the aggressor. Goku compliments Broly on his improvements and says that soon he will be able to fight with a level head without snapping into a rage. He suggests they kick things up a notch which Broly readily agrees to. When Broly starts to get carried away, Goku asks him to back down lest he run rampant. Meanwhile, Vegeta is shown meditating and explains to Goku that this is a form of training. He points out that their physical bodies have long been honed to their limits and as such is training his mind instead.
Whis applauds Vegeta for realizing this and proposes a training match between the three Saiyans but Vegeta refuses if Broly will be joining. Beerus, meanwhile, awakens from a four-month nap only to find Lemo, Cheelai, and Broly living on his planet. Goku says that this was the best way to keep Broly safe from Frieza. After tasting Lemo's food and finding Cheelai to be attractive, he decides that they can stay. Lemo cooks up a feast for everyone and afterwards while the others eat ice cream, Broly watches Goku and Vegeta spar.
On Earth, Piccolo flies up to Dende to ask if he can unlock his latent power like how the Grand Elder Guru once did for Gohan and Krillin. Dende says he can't as he is too young but says that the upgraded Dragon Balls should be able to do so. Piccolo wonders if he can collect the Dragon Balls in time, but Dende notes that Bulma likely already has them gathered. Piccolo heads to Capsule Corporation to meet Bulma. There, Piccolo takes the first wish and has Shenron unlock his latent potential, even noting that he also threw in a bonus. Bulma uses the other two wishes on minor cosmetic changes before she realizes to her horror that they could have used a wish to bring Goku and Vegeta back to Earth instead. When Piccolo chastises her for it, she points out that he hadn't thought of it either and he sheepishly flies back to Red Ribbon HQ. Having noticed the commotion outside, Trunks calls up Goten and asks him to come over as he feels that something big is about to take place.
Back at the base and eager to hasten their plans, Magenta and Carmine devise a plan to lure in Gohan next. Knowing he has a daughter, they decide to kidnap her to lure him to the base. Piccolo, still in his Red Ribbon uniform, volunteers to go on the mission to kidnap Pan as he claims to be familiar with her, being the famous Mr. Satan's granddaughter. Piccolo is paired up with another soldier, #15, for the mission.
The soldier #15 arrives at Pan's kindergarten but is instantly knocked unconscious by her when he tries to claim he's there to take her home. She recognizes Piccolo and he takes her and the unconscious #15 back onto the Red Ribbon plane. Aboard the plane, Piccolo reveals his plan to her and delivers her to the Red Ribbon base. Pan feigns terror in a recording used to lure Gohan in and Piccolo and #15 show up at Gohan's House to deliver the message. Gohan is unperturbed by #15 holding him at gun point but when he pulls out the footage of Pan. Gohan flies out of the window and powers up into Super Saiyan, creating a massive crater that causes his house to topple. In a panic, #15 apologizes and politely asks Gohan to come along, ensuring him Pan is unharmed.
Battle at the Red Ribbon HQ[]
Gohan arrives at the base and immediately rushes toward Pan, who is waiting at the top of a tower behind a crowd of soldiers, the high-ups and the Gammas. Gamma 2 intervenes and kicks Gohan backwards, but Gamma 1 takes over the fight. The two battle with Gohan being at a disadvantage even after transforming into a Super Saiyan. Piccolo and Pan feign a performance in which he acts like he's a soldier and lifts her up by the collar and threatens her only to be surprised when the Gammas protest his actions. Nevertheless, the move causes Gohan to achieve his Ultimate state once more. Meanwhile, Krillin heads to the base along with Android 18 after he is informed by his boss of the Red Ribbon bases location.
Gohan continues his battle with Gamma 1, now having the clear edge in battle. As they battle, Gohan asks the android what he was referring to earlier when he mentioned a 'wicked cabal' with Gamma 1 saying that he was referring to Gohan and his allies. Annoyed, Gohan reminds Gamma 1 that it was his team that kidnapped a child causing Gamma 1 to start having doubts. Dr. Hedo orders Gamma 2 to join the battle but he is intercepted by Piccolo who unleashes his new found power. Despite the power up, Piccolo confirms that he is no match for Gamma 2 and after being kicked hard, Gohan rushes to his aid.
Piccolo suggests finishing the fight in one go rather than dragging things out and going in at full power, Gohan and Piccolo land hard blows against the androids that hurtle them to opposite ends of the base. After Gamma 2 joins Gamma 1's side, he suggests that they take down one enemy at a time, a hesitant Gamma 1 asks if they really are a part of the 'wicked cabal' as they had been told. Gamma 2 tells him that they are as Dr. Hedo had told them as such and the two quickly attack Piccolo in unison. Gohan is able to grab hold of Gamma 1 and Piccolo and Gamma 2 continue their battle.
The Namekian begins to power up his Special Beam Cannon as he tells the android that he does not seem so bad but just appears to be following idiotic orders. Piccolo unleashes his attack though Gamma 2 protects himself with a barrier and tells his opponent that Dr. Hedo's orders could never be wrong. Piccolo however counters by telling him that though the orders may come from him, the intel he is being given by Magenta is bad. Gamma 2 now also begins to start having doubts which only makes him become frustrated. He unleashes a deadly physical assault on Piccolo who, momentarily defeated, falls into a crevice in the base.
Piccolo remembers Shenron's words about "throwing in a bonus" and a sigil alights on his back, his skin turns orange, his antenna stands on end, and he grows bulkier. Having awakened his new power, Piccolo, emerges from below as everyone else, friend and foe alike watch on with surprise. Gamma 2 charges at Piccolo and unleashes a barrage of punches at the Namekian who barely flinches and with his stronger form, takes out Gamma 2 with a single punch. Pan meanwhile begins plowing through Red Ribbon soldiers and with Magenta and Carmine seeing the Gammas lose their advantage, they start to retreat. Threatened by Pan, Carmine fires a gun at her, with Pan dodging all of his shots. Outraged at Carmine’s actions, the Gammas finally realize they've been had, and cease their fight with Gohan and Piccolo. Pan knocks out Carmine, while Magenta slips away. Dr. Hedo heads out after him.
Inside the base, Magenta prepares to awaken Cell Max. When Dr. Hedo tries to stop him, Magenta shoots him and begins to undo more of Cell Max's restraints. Dr. Hedo gets up, reminding him about his toughened skin and Magenta reveals that he's gone through some upgrades as well removing his suit to show the cybernetically enhanced body underneath. He prepares to fight but is stung on the back of the neck by Hachimaru, whose poison begins killing him. Magenta uses his final moments to undo the final locks on Cell Max who begins to break free from his chamber.
The battle seemingly over, everyone regroups, now with the Gammas in tow. Bulma arrives, having brought Trunks, Goten, Krillin and Android 18 as backup. Piccolo is surprised to see Goten and Trunks have grown so much since they last met. Gohan notes that Saiyans remain small until they hit a certain age, at which point they have a radical growth spurt. Gohan asks Piccolo about his new form and Piccolo notes that Shenron was quite generous with his "bonus". Gohan asks him to give it a name and being told by Gohan he was orange; he arbitrarily decides on "Orange Piccolo".
The Fight with Cell Max[]
Cell Max, a gigantic, red creature resembling second-form Cell with wings, explodes from below the base. Dr. Hedo attempts to flee from the monster but is caught up in an explosion. Concerned for their creator, the Gammas rush to aid him but are attacked by Cell Max and become quickly overwhelmed. Piccolo tosses a Senzu Bean to Gohan, but he fails to catch it and it falls into a crevice. As Piccolo berates him for wasting a bean, Trunks and Goten step forward and transform into their superhero alter egos, Saiyaman X-1 and Saiyanman X-2, as they charge into battle though they are effortlessly swatted aside.
The two young Saiyans transform into Super Saiyan and with their significantly improved speed and manoeuvrability they find success in landing blows on the monster. Eventually both Gamma 1 and Gamma 2 join in to assist them and working together they perform the Cyclone Style! Tornado Super Hurricane technique, piledriving straight into Cell Max's stomach which sends him hurtling into the mountain. He soon gets back to his feet, seemingly undamaged and unleashes more of his power. In the blink of an eye Cell Max takes down his opponents.
As a last resort Goten and Trunks decide to fuse into Gotenks, but they are unsuccessful and produce the portly version of the form who is quickly taken down. With no other choice, Gohan, Piccolo and Android 18 race into battle. When the Gammas rejoin them, Gamma 1 tells them to aim for the top of his head due to it being a weak spot that Dr. Hedo had installed just in case the android went out of control, though warns that once the weak point has been penetrated it will cause a devastating explosion that will obliterate all of his cells.
Everyone attempts to attack Cell Max's but have difficulty due to his constant movement. After Gamma 1 distracts him, Gamma 2 lands a powerful blast from his Ray Gun at point blank range, giving Piccolo the opportunity to land a powerful attack on the top of Cell Max's head however it fails to create a dent in him. Becoming angered, Cell Max unleashes a barrage of energy lasers that attack in all directions with Krillin saving Pan from being struck at the last second. As Gohan, Piccolo, Gamma 1 and Gamma 2 take cover behind debris, Gamma 2 realises that a more powerful attack is required. When Gamma 1 offers to join him in the attack, Gamma 2 turns him down telling him that his job is to save Dr. Hedo who is actually still alive. Gamma 2 plans to sacrifice himself to deliver the final blow, gathering all his energy from above..
With the cooperation of the rest of the team, Cell Max is put in a position for the charged-up Gamma 2 to strike, but he is blocked at the last second, only managing to take off Cell Max's arm. Enraged, Cell Max tries to stomp Gamma 2's lifeless body, but Piccolo intervenes, returning to his Orange Piccolo form to hold up Cell Max's foot. Krillin reminds him of his gigantification technique and encourages him to use it. Upon growing to an equivalent size of his opponent, Piccolo throws Cell Max backwards.
Gohan now believes that victory is a sure thing but Piccolo tells him that growing in size does not actually increase his strength. He hands Gohan the last Senzu Bean telling him that he is betting on his true power to take down Cell Max. However before Gohan can take the bean, Cell Max blasts Piccolo's arm and the bean is sent flying. Cell Max attacks the group before anyone has the chance to catch it, grabbing Gohan by the leg and slamming him into the ground causing him to drop out of Super Saiyan. An injured Gohan sees the bean as it is about to fall into the rubble below but Pan leaps off the building after it.
At that moment Pan finally learns how to fly and throws the bean to her father who eats it. The bean replenishes Gohan's health who transforms back into his Ultimate state and rejoins the battle. Piccolo lands some good shots on Cell Max but is still outmatched. Gohan lands a powerful uppercut on Cell max that knocks him down and proceeds to blast him into the rubble below. Piccolo urgently tells Gohan that he will do everything he can to take Cell Max down and in that moment Gohan must unleash every last bit of his power into a Kamehameha that will finish the android off.
As Gohan gathers up his chi, Piccolo tries his best to fend off Cell Max for as long as possible. Despite his best efforts, Piccolo continues to be outmatched and the others join in to assist him. Unfortunately, they are taken down quickly and Gohan attempts to join them however Piccolo orders him to stay back and refrain from entering the fight until his power surpasses Cell Max's. Cell Max grabs Piccolo and throws him into the air, unleashing a barrage of energy blasts on him. The android powers up a devastating attack and launches it towards Piccolo whilst he is still in midair with Gamma 1 racing to catch up just as the two appear to be caught up in a mighty explosion.
From below, Gohan witnesses the blast and snaps, awakening into a new state with red irises and long white spiky hair. Cell Max strikes the Saiyan in the stomach, failing to so much as even budge him. In return, Gohan lands a powerful kick on Cell Max's abdomen that sends him hurtling back into the mountain side in the distance. Just then, Piccolo lands on the ground with Gamma 1 laying on his chest having saved the Namekian from a possibly fatal attack by using his barrier to shield him. Cell Max emerges again, powering up a deadly final attack and begins to take to the skies.
Using his extendable arm, Piccolo ensnares Cell Max and attempts to keep him from taking off whilst Gohan starts to charge up a powerful Special Beam Cannon. Panic setting in, Cell Max urgently tries to use his wings to fly away but they are promptly destroyed through the efforts of Gamma 1, Krillin and Android 18. Piccolo calls out to Gohan to fire off the attack with this being his best opportunity to strike.
Gohan unleashes his Special Beam Cannon who in response hurls his own devastating attack, causing the two energy attacks to collide. As they each struggle to overpower the others attack, Goten and Trunks, having now defused, rush in to kick away Cell Max's hand. This allows Gohan the opportunity to push his attack through Cell Max's where it proceeds to penetrate the core in his head. Cell Max falls to the ground where his body begins to expand before self detonating though everyone manages to make it to safety in time.
Aftermath[]
With the battle finally over, Pan races to hug her father though is initially sceptical of his new appearance. Spotting Dr. Hedo holding the hand of the lifeless Gamma 2, Piccolo notes that they never would have defeated Cell Max without the help of the Gamma androids to which Gohan responds that he doubts whether his father or Vegeta would have been able to defeat him. Piccolo reminds him that this is why he can not allow himself to stay rusty and asks what that technique was that he used to defeat Cell Max. When Gohan tells him that it was the Special Beam Cannon, Piccolo tells him that it was brilliant.
Gamma 2 fades away and a remorseful Hedo, after admitting that he overlooked what was right due to the allure of research funds, offers himself and Gamma 1 up for the authorities. However Krillin has second thoughts on arresting him and Piccolo decides that it is best to let matters go. Hedo then asks Bulma if he and Gamma 1 could be hired to work at Capsule Corporation and upon learning that Hedo had modified his skin to make it more resilient, she agrees to his request hoping that he can develop beauty treatments to make her skin look younger. Pan then shows off her ability to fly much to Piccolo's surprise who says that the next phase of her training will begin tomorrow. Elsewhere an injured Carmine along with a handful of Red Ribbon Army members escape the destroyed base. After being asked by #15 what he plans to do, Carmine voices his intention to return to Red Pharmaceuticals.
Meanwhile on Beerus' Planet, after hours of fighting, Goku and Vegeta attempt to finish things with one last clash. Vegeta manages to get a tap in on Goku's chest first, knocking him down and Goku declares that he has lost just before Vegeta collapses from exhaustion. With the match over, Whis goes to find his staff in order to fix the damage to the landscape when he notices he received a missed call. Calling back Bulma he asks if she contacted him about a delicacy to which she says "Sure" before promptly saying her goodbyes, leaving a confused Whis to wonder what was going on.
Goku's Return[]
Some time later, Carmine and Soldier 15 head back from Magenta's funeral and discuss the future of the Red Ribbon Army. Carmine determines that there is no point in resuming operations while Gohan and Piccolo remain active. Getting caught up in traffic they find Saiyaman X-1 and Saiyaman X-2 making easy work of several bank robbers and impressed by their strength, Carmine approaches them and offers a chance to speak with them over pizza. Carmine tells the two that he would like them to beat up a bad guy but the two voice their uncertainty, not believing it to be very heroic. Carmine eventually ropes them in after making out the two are afraid of facing their foe, causing the two to take the bait and accept the mission.
On Beerus' Planet, Vegeta and Broly participate in a sparring session. As Vegeta transforms into a Super Saiyan, Broly proves able to hold his own without resorting to going berserk with Whis noticing his growth. After Vegeta powers down, he points out Broly's ability to battle without losing himself in anger but that he is unable to bring out his full power at the same time. After a breather, Beerus asks Whis about the latest problem on Earth with Whis telling him that Gohan and Piccolo had defeated Cell Max. Vegeta points out that according to Bulma, Gohan had surpassed them during the latest battle, something that Goku says he wished he could have seen but failed to notice due to fighting Vegeta at the time.
Back on Earth, Carmine takes Trunks and Goten to Gohan's House, making Gohan out to be the bad guy that needs defeating. Carmine starts shooting at the house causing Gohan to come rushing out. After recognising both Carmine and Soldier 15, Gohan angrily transforms back into his Beast state, believing they are there to kidnap Pan again. Gohan spots Goten and Trunks inside the car and demands that they explain themselves just as Goku appears in front of them, having teleported to their location after sensing Gohan's power. Having not seen Gohan in a long time, Goku suggests that they head to Beerus' Planet so that he can show him his new form. After Gohan heads back into the house to put on suitable clothing Goku uses Instant Transmission to take Gohan, along with Goten, Trunks and the unwilling Carmine and Soldier 15 to the planet.
After the initial greetings and surprise, Goku suggests to Gohan that they should spar and asks him about his new form. Gohan tells him it is called Beast, as was named by Piccolo and he can shift into the form freely. Before Goku can spar with Gohan, Vegeta suggests that Trunks and Goten battle Gohan first instead to which Goku agrees. As the session begins, Gohan transforms into a Super Saiyan as he fends off attacks from both his brother and Trunks and easily evades their Cyclone Style! Tornado Double Hurricane technique as they instead crash into the ground. Gohan advises that they remove their Saiyaman headgear and after they do they each transform into Super Saiyan themselves. The two attack together, this time much more intensely and causes Gohan to defend himself more seriously. Gohan praises the two, noticing that the two have been training and after tossing the two away, transforms into his Ultimate state. Trunks suggests that the two fuse in order to keep up but despite having apparently worked hard on perfecting the fusion technique, the two fail once again. Nevertheless they decide to give it a shot as Gotenks charges at Gohan before being promptly kicked away.
With the winner having been decided Goku decides to tag in next and transforms into his Perfected Ultra Instinct state. In response Gohan transforms into his Beast form at last. The two begin their skirmish as Whis erects a barrier around the spectators so they can watch without issue. Goku and Gohan begin to kick off their battle and Gohan manages to kick Goku through a hill and a forest before he brings himself to a halt. Goku applauds Gohan for taking the time to train his new form, while Gohan cites Piccolo's help. However, Goku reveals he had been holding back and using his skill and experience he easily evades Gohan's assault and pressure him in return.
Gohan praises Goku's use of Ultra Instinct before revealing the secret behind his use of Beast - having not found a way to properly utilize the form's full power without risking losing control, Gohan treads his energy on the edge of going berserk to maximize his power and speed, enough to streak past that of Perfected Ultra Instinct and land a clean stomach strike on Goku, shocking his father enough to knock him out of his form. Goku is impressed by Gohan's strategy and re-enters into Ultra Instinct to continue their fight.
On the ground below, Broly is equally impressed by Gohan's power and so Goku decides to let Broly take his place. Gohan begins in Ultimate form to casually match Broly's base form, before overpowering him with Beast. As Gohan punches him away and moves in for a follow-up attack, he is briefly surprised by Broly's newly controlled transformation into a Super Saiyan. Gohan's superior form control and power maintains an advantage over Broly until Vegeta decides to tag in to be Gohan's next opponent. Goten and Trunks, having since defused, voice their desire to face Broly as well and not wanting to be left out, Goku joins their mini battle royal.
Following the session, the group enjoy a feast cooked by Lemo and afterwards Whis fixes up the damage while Goku and Vegeta decide to finally return home. Searching for a powerful Ki to lock on to, Goku pinpoints Piccolo and teleports the group to his home where Carmine and Soldier 15 promptly take off. Intrigued by Piccolo's newfound strength Goku asks for a battle with him but he declines stating that he needs to pick Pan up from kindergarten. When Goku ponders who that is, the others are quick to chastises him and Piccolo makes Goku come along with him to pick her up for it.
Meanwhile Carmine decides to abandon his plans for resurrecting the Red Ribbon Army once again, realising that there is no money in taking over the world and decides to continue their research into pharmaceutical development. At the kindergarten, Pan finishes up for the day and warmly greets her father before wondering who the man behind him is. After being told that he is her grandfather, Pan tests him by trying to land a kick against him though it is easily blocked. The two share a smile before flying off home with Piccolo waving goodbye to Pan's teacher.
