Richard Steven Horvitz is an American actor and comedian. Some of his best-known voice-over roles include Billy in The Grim Adventures of Billy & Mandy and Zim in Invader Zim.
For the Funimation dub, he provided the voice of Dr. Rota in Dragon Ball Super and Chilled in Dragon Ball Legends.
