Phillip Wilburn (born on July 6, 1969, in Sulphur Springs, Texas) is an American voice actor who works for FUNimation Entertainment.

Biography

Wilburn voiced Red Ribbon Army soldiers and Android 19 in the Dragon Ball series.

He also voiced Inspector Koichi Zenigata in Lupin III and Cat Man in The Twelve Kingdoms. He also voiced characters in Fullmetal Alchemist, Samurai 7, and Yu Yu Hakusho: Ghost Files.
