Mitsuko Horie is the Japanese seiyu for Upa. She also voiced Obotchaman and Tsuntsunodanoteiyugo Tsun in Dr. Slump. She did not voice Tsuntsunodanoteiyugo in the Dragon Ball anime as she only appeared in the manga.
