Blinding is a move used by Eis Shenron, where the Shadow Dragon swipes ice into the opponents eyes, temporarily blinding them.
This attack was used on Super Saiyan 4 Goku after Eis Shenron saw that he was no match for Goku. It has the same purpose as Solar Flare does, to blind people, but Eis Shenron's blinding technique is supposedly permanent. Goku was healed when he received the "antidote" from Nuova Shenron.
