Maniacal Blinding Slash[2] is a technique used by Eis Shenron.
Overview
Eis Shenron uses his Icicle Claws to deliver an icy slash to his opponent's eyes, leaving them temporarily blind.
Usage
Eis Shenron used this technique on Super Saiyan 4 Goku after realizing he was no match for the Saiyan. Though he succeeded in blinding Goku and slashing his cheek right after, he was impaled by Goku's fist in the trade-off and completely demolished by the successive Dragon Fist. Eis's blinding effect was furthermore shown to be temporary, as Goku was able to regain his sight much later during the battle with Omega Shenron.

The attack was was first named Maniacal Blinding Slash in the Dragon Ball Z: Collectible Card Game.

In Dragon Ball Xenoverse, it appears as part of Eis Shenron's Ice Claw Super Skill, which in the game is among the handful of techniques capable of blinding opponents; others include Solar Flare and Super 17's Thunder Eraser. The Ice Claw Super Skill can also be obtained by the Future Warrior in the DLC Parallel Quest Event, "The Shadow Dragons," as part of the "GT Pack 2" DLC.
