Maniacal Blinding Slash[1] is a move used by Eis Shenron, where the Shadow Dragon swipes ice into the opponents eyes, temporarily blinding them.
This attack was used on Super Saiyan 4 Goku after Eis Shenron saw that he was no match for him. It has the same purpose as Solar Flare does, to blind people, but Eis Shenron's blinding technique was supposedly permanent. Goku was able to regain his sight much later during the battle with Omega Shenron.
The attack was named "Maniacal Blinding Slash" in the Dragon Ball Z: Collectible Card Game.
