IYO were the tuffles a representation of Kryptians in the DBZ world ?

Tuffles (ツフル人, Tsufuru-jin) were a highly advanced technological race of beings native to Planet Plant before it was taken over by the Saiyans.
Kryptonians have been displayed as a very technologically advanced race though their space program was extremely limited. In most of their incarnations they also didn't display any superpowers. Their red sun Rao suppressed the superhuman potential that the Kryptonians had.
So that leads the question, whether Toriyama hinting that Kryptonians under a red sun would lose to great ape saiyans ?
