It's my understanding that the Guardian of Earth, the Kai's and the Supreme Kai are supposed to be like the gods of the Dragon Ball Universe, and run everything and stuff things as the gods do. But, when you get right down to it, what kind of power do the actually have? None of them seem to be able to do anything against the various threats that come up over the course of the series; they just sit back and let Goku and company handle eveything. So, what's the deal here?
Huh...You may be right...However, I don't think they are thaaat weak, Perhaps, If they see that the Z Fighters/Dragon Ball Gang, are able to handle it, They are fine with them dealing with the problem at hand, without them having to "Get their hands dirty". I mean, they most likely can't even really do anything at those points, like you said. I think Kami might be even stronger than Frieza! in the Androids saga, when he fused with Piccolo, to form one once again, after they had split. Also, I think the Kai's are all at least stronger than Raditz, plus Supreme Kai is stated to be stronger than Frieza, and then some! ;) So...In conclusion, I'd honestly have to say..."Bad Timing." Lol. xD...I mean, think about it. You only consider them "Weak", because they came in at the wrong time, along with the villains. Think about it? :). Hope that helped. :D

In comparison[]
It's not that the gods are weak it's that they are weak in comparison to the Z fighters. For example Kami is weaker than Piccolo in the budakai. Piccolo was a very scary and very powerfull man at the time. He was stronger than all the earthlings. So Kami was stronger than all the earthlings but he was weak in comparison to Goku. That is why he deserves to be the Guardian of the Earth. King Kai said he was weaker than Vegeta and Nappa in the saiyan saga. That is incredibly weak in comparison to how strong they are now but he is still stronger than all of the other saiyans. Despite what freeza and the ginyu force says Saiyans were a warrior race with fighting in there blood. They are naturally very strong. Thus he is the God of the North Galaxie. Grand kai was weaker than Pikkon and Goku AFTER the cell saga. It's not that he is weak it that he is weak in comparison. Thus he rules over all 4 domain with someone ruling him as well. Supreme Kai was most likely stronger than Cell because He scared Piccolo to the point of forfeiting. Thus he rules over everything. He is strong but most of the Z fighters are absurdley strong. So the gods are strong but not in comparison.
