Since both are from the same alien race, were overwhelmed by base Goku, and are elite fighters in the Planet Trade Organization, who would win?
Salza.
In Salza's biography in Budokai Tenkaichi 3, it says that Salza had to fight Captain Ginyu to become the leader of Cooler's Squadron. So probably he's stronger than Jeice.
