Perfect's estimate[]
In my opinion, considering in the Cell games, Cell's power rivaled SSJ2,
and Goku is able to go SSJ4 by this point, I'd say Cell in this form would
be a bit more powerful than Vegito was fighting Buu.
Since Vegeta's most powerful form was SSJ2 at max in the Buu Saga,
and Goku's was SSJ3, well the merge speaks for itself.
Now here we have basically SSJ2+Power gained over time in hell+SSJ4.
Elder Kai states his fusion is the most powerful, more powerful than all others,
Cell's absorption technique is considered stealing energy rather than fusing the two together.
So, this concludes to the simple math equation above.
My Opinion[]
Super Perfect Cell in the Cell games saga had strengh near that of SS2 Gohan. By GT he'd be about x4 as strong as he was in the Cell Games Saga and adsoring Goku who at SS4 was roughly equal to Super #17 before he adsorbed the 10x kamehameha i'd say Cell would be a bit stronger than Super #17. Okay think of Gogeta and Vegito fusing. Then Super Janemba fuses with Omega shenron. Then those 2 fusions fuse. Cell is still 2x as strong.
