It's like, when Puar is flying, no one gives a shit. But when Chaoz and Tien Shinhan are seeing flying it's "omg they're flying how the hell they do that".

Could be a number of things. Puar isn't really an animal like in the real world. So it's possible that he may be able to do it naturally. Could be some sort of telekenisis like Jean Grey. Or he could be using his Ki. I'd imagine that since Tien and Chaiotzu are more human than Puar it would be a bigger deal for them to be flying.

Do you see them amazed when the birds and flying dinosaurs fly? maybe it's just in his species to do so.
