Okay, so, 10x Kamehameha is Goku's signature SSJ4 attack. Final shine is Vegeta's. The Kamehameha is multiplied in power because of the heightened power in SSJ4. So is Final flash. The only difference in conception is final shine is made as an enhancement to a more powerful technique than the Kamehameha. So, final shine would be more powerful.
