He is the scientist working for Mr. Jaguar who creates the Bio Warriors and Bio-Broly. He gets the blood sample for creating Bio-Broly from Maloja. His laboratory seems to be on a remote island, with tons of advanced technological advances. Not much is known about the doctor, other then he possesses technology that can see the past, present, and future look of any being with a sample of DNA. He can also recreate them using it. He is rescued by Goten and Trunks and assumes there is no way to stop the culture fluid until seeing water touch it. He only appears in dragonball Z.
