I honestly wouldn't make a whole petition just to add two of the goofiest characters into one movie. It's just not worth it. Chiaotzu has always been support for Tien and they were literally going to war against Frieza's army, so having him fight thousands of soldiers would probably gethim killed.
I think you're wrong about Chiaotzu, I doubt any of these B-rate soldiers who weren't even a threat to Roshi and Jaco could kill him.
And about them two - Yamcha was included in the GT Z-Fighters in Dragon Ball Heroes's 2014 trailer, meaning he was still viewed as a valor amd valued warrior before Resurrection 'F' came out. Also Chiaotzu who got in that same movie a nice touch up when he was facing the Androids with Tien and the Crane Hermit.

I realize these soldiers are weak and even Roshi and worn-down Gohan could keep up with them but seriously, the movie was kind of awful in my opinion. If they were to remake the whole movie again you would have to fix a hell of a lot more than just the exclusion of two characters.
-Why was Chiaotzu waiting for Frieza to return in DBZ and not RoF? Good question, ask Toriyama. -Gohan once again gets thrashed due to his lack of training. He was considerably less bad in GT by that comparison alone. And the Super RoF arc made it even worse. A green tracksuit? That design was god-awful. -Vegeta is so close to killing Frieza but once again Goku has to do it. -No explanation for the new power-up SSGSS, other than they trained and became blue. Even though Vegeta is never shown going SSG. Over the course of one movie SSG no longer exist until episode 104 in DBS. And Vegeta still never uses SSG even though we're already aware he has it. Not even to conserve stamina in the ToP, nope! He still goes SSJ. -Why Gotenks was in the Super arc but not the movie -Why Tagoma was terribly weak in the Super version of RoF
That whole arc was just terrible. Then Frieza bodies everyone just in his 1st form, when all of the remaining Z fighter should have been able to at least keep up with him like that. I like Frieza and they still could have kept him in the ToP but this movie wasn't as good as it could've been. Resurrection of Cell?! Now that could have been worth watching. Or at least bring Cell back for the ToP. So tired of seeing Frieza brought back on multiple occasions, it's starting to become a running gag like Krillin.
Nah Cell isn't as popular as Frieza in japan and toriyama really had bad memories of drawing him dude he really didn't like drawing all those spots and besides Cell is too weak at this point. Besides Frieza is pretty much the only recurring true villain at this point and way stronger than Cell.

Wow. I mean, Krillin, Tien, even Roshi, train by actually exercising and fighting.
