Zeno just wanted a tournament, that's about all the organisation he did. You really think someone who spends his day playing paper scissors rock out of boredom has the capacity to manage a tournament? GP has been shown to tell Zeno everything kncludong the nature LG each universe, the combatants, and the GodPad so Zeno could see it. Zeno clearly did not plan out the GodPad as GP gave it to him and had to teach him the functions.
Like I said, technically, multiverses if we go by what the word "multi" means generally only requires more than one. While it's assumed that it requires significantly more than two, even two can technically qualify as a multiverse due to it still being more than one.
And don't be so sure about Zeno not having planning capabilities. Lucas Baker, for example, was shown to be exceptionally immature in Resident Evil 7, a massive manchild almost to Zeno's level, yet at the same time, he was surprisingly apt at planning with his various traps and even managing to fake being under Eveline's control for who knows how long. Heck, Palpatine was also implied to be an overgrown kid a few times, yet he was definitely shown to be a very good planner. In fact, it's difficult to think of one character or villain for that matter who DOESN'T act like an overgrown child, and several of them ARE shown to be pretty good at planning stuff or at least indicated to be that (General Blue, for example, not to mention King Piccolo and Piccolo Jr., the latter BEFORE reforming, and even Frieza to a certain extent. Let's not forget Cell, either, or Zamasu.). And besides, the ending of the tournament indicated that Zeno planned it specifically to test whether mortals deserve to exist, ie, they don't act selfishly when put to it (not that I actually buy it especially when the manga made clear he didn't hold to that view at all, but still, the anime said it, so it ultimately counts as evidence regardless of what I personally think). And let's not forget what he and his future counterpart were discussing in the manga regarding erasing universes (heck, I even provided the pages for you on this topic and a prior one earlier), that definitely showed they had planning capabilities.
