Wowzers, it's been a while since I made something like this. Frankly, it's been a bit too long. I think it's important to talk about SSJ4 and Ultra Instinct (Ultra Ego as well). Sometimes, the two forms tend to not be accurately compared to each other as, besides just power increases, each of these forms bring something completely unique to the table, which could help us realize which of these forms is better for Goku and Vegeta to use.
Ultra Instinct
Ultra Instinct is the current pinacle of power according to Dragon Ball Super. A form that is incredibly hard to attain, it allows the user to fight without thinking about what they're doing. It serves as more than just a power boost, of which it is quite a bit. Ultra Instinct was spoken of by Whis as the result of Goku breaking through his self-limiting shell into his deeper potential. I assume this technically makes the form a Potential Unleashed transformation, since that's technically what Gohan's form was, and for a long time in anime and manga, the Potential Unleashed form has been considered roughly equal to the divine forms. Prior to the tournament of power, Gohan fought Goku Blue in Potential Unleashed. Later on, Beast Gohan fought equally with Ultra Instinct, so I believe it's safe to say that the form is on par with a full potential transformation. This transformation is indeed one of Goku's best by far. The only downfall is that it doesn't mesh with Goku's Saiyan nature, and so to use it, he must decide whether he wants to use it offensively or defensively. Defensive would be Perfected Ultra Instinct, since it has better dodging, but limits Goku's growth. True Ultra Instinct lowers Goku's ability to dodge, but allows his strength to grow.
Ultra Ego
Ultra Ego is a transformation that makes use of a Saiyan's lust for battle. While some might believe the form to be a booster of Zenkai power, that's not entirely true. The power of this form isn't particularly based on how much damage you take, nor does that power increase appear to be permanent outside of the zenkai that the user would get. Instead, the form is based upon how much one enjoys battle. This slightly hints at Vegeta's sadistic nature, and shows that Vegeta's love of battle is as much about being punched as it is doing the punching. This power, while it has no autonomous fighting, it does have one thing that Ultra Instinct doesn't have, and that is the limitless ability to grow through battle so long as the user's body can handle it. And therein is the weakness. The more damage Vegeta takes, the stronger he becomes, but the closer he comes to passing out, which would eventually kill Vegeta if he's not careful. It's a high risk, high reward type form. Given that it goes beyond Super Saiyan Blue Evolved, which itself was stated to be Vegeta breaking through his self-limiting shell into deeper potential as well.
Super Saiyan 4
Super Saiyan 4 is a form that stands as the, so far, highest numbered transformation that a Saiyan can take officially. Super Saiyan 5 has been mentioned officially, but never revealed. Super Saiyan 4 is awakened when a Saiyan in control of both Super Saiyan and Great Ape meshes the two, this form becomes possible. This form itself is stated to be the awakening of all of Goku's latent potential, making it a Potential Unleashed-type form similar to Gohan Beast, Ultra Instinct, and Ultra Ego. Does this tell us which is stronger? Not exactly, because potential differs between users and forms. But one thing is certain: all of these forms possess the same potential. Super Saiyan 4 maxes out what a Saiyan truly is, causing even the kindest heart to become tempted to brutality and aggression in a way the original Super Saiyan can only dream of. Besides that, this form has the boons that it takes very little ki to keep going, in so much that Goku, having lost all of his ki, had even been able to pass out while maintaining the form. Besides this, Super Saiyan 4 is shown to have super adaption, that takes a Saiyan's ability to learn as they fight and turns it up to 11, with Goku stating that his body would learn to counter any attack it had been exposed to once. The power of the user continues to grow as they fight, and this power does go into the user's potential, which causes an increase to the user's power level, even in base form, as shown when Goku grew to match his Super Saiyan 4 form from the arc previous with only his Super Saiyan arc almost immediately after. The downside is that the user's emotions are indeed more prone to brutality, the level of mental training it takes to maintain control of the Great Ape form, and the fact that a tail appears to be required to utilize the form without a blutzwave generator. This likely means that cutting the tail off of a Super Saiyan 4 user should force the form to end.
So, out of all of these, which is best?
Well, to be frank, Ultra Instinct seems to stand well above the rest due to its ability to go beyond a user's full potential, much like beast form does. But the level of concentration required to make full use of this technique seems like an issue. It's also a very rare transformation to achieve, and one that even most destroyers never achieve.
Ultra Ego does indeed cause growth, but until Vegeta figures out how to increase his strength without taking damage, the form will continually see him trading in HP for ATK, which in the long run would turn him into a glass cannon in battle.
Super Saiyan 4. Well? To be frank, this one might be the best one to choose. The reasoning for this is due to the fact that the power is somewhat equivalent. Normally, it can't go beyond natural potential on it's own, so it ranks at about the same strength as Potential Unleashed, while UI and UE are more like Beast Mode. But with proper energy transference (Which isn't always available), the user can go beyond their standard potential into something beyond. And if you wish to take SDBH transformations into account, which I'm not, you can find that there is a Limit Break version of the form, which more accurately represents Beast Mode. So while it might not be entirely the same as the Ultra forms in strength on its own, it is very close. But don't count the form out yet, as there are extra boons that easily level the playing field. That being said, Super Saiyan 4 is serene enough for Goku to achieve a pseudo form of Ultra Instinct. While facing Omega Shenron, Goku was blind. Omega threw a clock face in a tricky fashion, saying Goku could not sense it sense it had no ki. Yet he still caught it and then proceeded to dodge every single one of Omega's shots. At the time Omega was comparable in strength, so it's not impossible to think that Goku could have even stacked UI with SSJ4. But that's not technically an ability for SSJ4. One thing it does have is the ability to grow as they fight. In this way, it's in the same vein as Ultra Ego, and is something Goku could only utilize when he returns to the Omen form (TRUE Ultra Instinct). But it turns this up to 11, and goes beyond what a normal Saiyan is capable of. And while it's true that you could simply cut off the tail, you had just better hope you're fast enough and that the tail isn't wrapped around the user's waist.
Conclusion
While the Ultra forms inherently start out with a strength advantage, as the battle draws out, Super Saiyan 4's own advantages start to shine and easily level the playing field. Super Saiyan 4 is incredibly easy to achieve compared to the other forms which take years upon years of concentration and tedious training just to achieve in the earlier stages, with countless years after generally required to master them. So what it boils down to is simple. In a short battle, Ultra Instinct/Ego would win. But in a long and drawn out battle, SSJ4's adaption would quickly overtake and nullify the effects of the other transformations, even going so far as potentially stealing their techniques. Goku's funny that way. In the end, the most economical transformation for a Saiyan is SSJ4, as it's easier to achieve, and somewhat mirrors the abilities of the other forms (Or at least it can), and seems to do exactly what makes a Saiyan a force to be reckoned with in the first place, only better.

There is something that I have noticed with fans about the two individuals in the title of this post. People seem to think that whenever they’re facing an enemy that that enemy shouldn’t be able to gravely injure them so I just wanted to say this.
While I am a fan of both of them I think they definitely need to fight a battle that gets so hard that either one of them ends up needing ultra instinct to win. Preferably an opponent that is somehow closely related to the Saiyans whether it’s Frieza, Cooler, Turles, etc.
