I would think it wouldn't. Super Saiyan 4 has a lot of stuff about it that seems magical, but it shouldn't regenerate anything that wouldn't naturally regenerate. After all, we've seen Bardock use SSJ4 before too, and he still has the scar on his cheek, so I would suggest the same would be true for Gohan's arm, which itself must be scarred up.
