The only reason why U7s mortal quality level is low is because Universe 7 only has, what, 23 inhabited planets across the entirety of an infinite universe. That has nothing to do with most of the mortals. No, that's the fault of Supreme Kai and Beerus. Maybe Frieza. In all honesty, Frieza would probably be a better destroyer god than Beerus. Frieza knows how to run a business. And if you turn the whole universe into a business to keep him occupied, that would be perfect. I sorta feel like Dragon Ball is slowly headed that way. Beerus will retire eventually. He'll go the path of Belmod. Someone needs to replace him. Goku won't because he's too nice. Vegeta won't because he can't let go of what he loves. Frieza is perfect. He's strong, has no attachments, and is a good business leader who has no qualms in killing people. Frieza is the perfect candidate.

Does this count his run ins with mythical and legendaries? Or just one's he specifically owns in a permanent fashion? Cuz I don't think he's ever owned anything too broken.

You know that would be perfect. Werewolves are said to transform by the moon. Great Apes do that too. SSJ4 would possibly be awakenable that way. That would possibly lead into the concept of a curse that gets broken at the end, but would later be learned to control at will in later DBS arcs.

SSJ4 > All other Super Saiyan Forms. Every Super Saiyan form is in its own war a recolor of another form (Save SSJ3). SSJ4 doesn't even use hair color change. It's just freaking awesome.
