He was that confident in Gohan's power. And, technically, he was right. Cell stood no chance against Gohan's power. Even when he came back as Super Perfect Cell, Gohan was still stronger than him, he just sustained a massive injury that crippled him when he protected Vegeta.

Granted, I'm not saying it still wasn't incredibly stupid of Goku to do that, but I am pointing out that once Gohan stopped holding back, Cell was toast. Also, this does follow Goku's formula of not making the smartest decisions. For example, when he wanted to spare Vegeta, whether it was to show him mercy or because he wanted to fight him again one day (depending on the version you watch), he was risking Vegeta killing more people. Same goes for Frieza (and not just during the Frieza Saga, but in DBS too).

Frieza at 100% in his 4th form had a power level of 120,000,000. When Goku fought him as a SSJ, he had a power level of 150,000,000 and his base form was 3,000,000 (50x multiplier for SSJ).

Cooler in his 4th form has the power level of 104,500,000, and his 5th form had a power level of 470,000,000. When Goku fought him as a SSJ, he had a power level of 500,000,000 and his base form was 10,000,000.

Goku had become much stronger during his time training in space. Cooler obviously knew what he was facing when he fought Goku in his base form wasn't Goku's true power since he beat Frieza, hence why he transformed despite being stronger than Goku's base form.

Regardless, it's been established that a flaw Frieza used to have (prior to the ToP) was that he was so powerful that he never had to train or face a real challenge. As such, he never learned to properly regulate his energy and he burned it off too fast. He compensated for this by staying in his 1st form. This was the same problem he faced when he achieved his Golden form, only with it he burned off energy even faster.He trained himself to properly regulate his energy while in Hell after he was killed again.

Oh, of course, and Vegeta Junior Jr.

Well, it's possible to break the Millennium Rod's control, but not easy (I think I remember someone breaking free or at least resisting). But while under Babidi's control, while you're made to serve him, you can still think for yourself, which is not something you can do under the Millennium Rod's control, and you can even resist Babidi's orders if your will is strong enough.

That's what I'm saying. I know he said he didn't like him at some point, but which Vegeta was that? Saiyan Saga Vegeta? Freiza Saga? Cell Saga? Buu Saga? DBS? Vegeta does go through a number of pretty big character developments. So maybe he initially didn't like him, but after giving him character development, he might have changed his mind, or maybe that was even why he gave him such character development, because he initially didn't like him. so he gave him a similar arc to Piccolo, who was his favorite.

I know that Vegeta was his least favorite character and Piccolo was his favorite. Considering how much both characters changed over the years, what with both going to from villain to anti-hero to hero, it's possible that Toriyama hated OG Vegeta (Saiyan Saga through Frieza Saga) and made improvements to Vegeta so he liked him more.

Babidi's is the manipulation of the mind, the Millennium Rod is full-on mind control.

Power scaling was somewhat trackable from DBZ-GT, but as pf DBS, it went out the window. Now characters are pretty much just as strong or as weak as they need to be for the given situation.
