I'd say Goku and Piccolo (Both from the Raditz Saga). Goku can just put Luffy in a headlock, and Piccolo can overpower the both of them with his Special Beam Cannon.
So Goku has a Power Level of 416, and Piccolo has a Power Level of 408. And where do I scale Gear 5 Luffy? Well I'd say Moon Level with a Power Level of 500. Yeah I know that's downplaying, but someone like Luffy will never get to Raditz level.

An idea I had from remembering this picture.
- In this scenario, Raditz comes to Earth, has his encounter with the farmer and then with Piccolo before reaching Kame House and talking to Goku; revealing his Saiyan name is Kakarot, that the two of them are brothers and the whole shebang about the Saiyans, what they do and how their race and planet were destroyed (albeit with Raditz saying about it been a meteor due to not knowing what actually happened).
This time, however, Bulma asks Raditz about who his and Goku's parents were and what they were like since Goku doesn't remember them, with Raditz - checking his scouter and deciding to humor Bulma's request when his scouter shows that she's no threat to him - revealing that their parents were called Bardock and Gine; Bardock been a proud Saiyan warrior who resembled Goku in appearance, while their mother Gine worked as a cook due to been unfit to be a warrior.
- While Bulma takes this information in (as well as Raditz's reactions when he talks about both his parents), Goku still refuses to join him and the two get into a fight when Raditz tries to take Gohan instead - resulting in Raditz beating Goku down and taking Gohan before demanding Goku kill 100 humans. Before he leaves, Bulma berates him and asks if his parents would condone his current actions; Raditz hesitating and appearing lost in thought, before shrugging it off and warning Bulma that he'll kill her personally if she says another word before flying off with Gohan.
However, Bulma gets an idea and takes off in her plane (simply stating that she has a hunch and hopes it'll work); leaving her Dragon Radar behind for Goku while Krillin and Master Roshi left to tend to his injuries - with Piccolo later showing up and, despite wanting to kill Goku himself to avenge his father, admitting that he and Goku need to work together to take on Raditz as he's stronger than both of them.
- For Bulma, she flies to Fortuneteller Baba's Palace; revealing what is happening and asking for her to bring back Bardock and Gine for 24 hours (like she did with Grandpa Gohan in the past).
With Earth under threat, Baba agrees and quickly has this fast-tracked past King Yemma as a matter of urgency - bringing Bardock and Gine to Earth (the two of them having halos over their heads) and with Bulma taking them on her plane as she explains to them what is happening; hoping to reach Goku and Raditz before they kill each other or before Raditz escapes with Gohan, with Bardock and Gine understandably not wanting either option.
- With Bardock judging their current transport to be too slow (Bulma tracking the Four-Star Dragon Ball on Gohan's hat via a spare Dragon Radar), she gives Bardock the Dragon Radar - telling him which Dragon Ball to follow - before Bardock and Gine fly off together; Goku and Piccolo at this point having found Raditz at his original landing point and started fighting him, with Gohan currently trapped in Raditz's pod.
- Thankfully, the two are able to reach the fight before Raditz can kill Goku or Gohan (who are both beaten up at this point) - with Bardock quickly knocking Raditz down (his power level of over 10,000 easily dwarfing the power of his eldest son) while Gine picks up Gohan and goes to check on Goku as she returns his son to him.
As expected, the fight stops quickly when Raditz sees both his parents, while Bardock also recognizes Piccolo as a Namekian (due to his time with Monaito on Planet Cereal when he ended up fighting Gas), which stuns Piccolo as he realizes his own heritage and that he's not a demon as he initially believed.
So, with Bardock and Gine here for 24 hours and hopefully able to mediate between their sons, explaining the truth of what happened to them and Planet Vegeta and the real reason they sent Goku to Earth (maybe even breaking through Goku's amnesia much earlier), how do you think this would change the rest of Dragon Ball Z and beyond?

Carrying on my theme of adjusting the timeline placements of the Z-Movies to see how things might have changed if the movie villains arrived earlier or later; be it the Tree of Might occurring when Vegeta and Nappa arrived on Earth, Lord Slug and his minions invading Namek while Frieza was there, Cooler and his Armored Squadron joining King Cold and Mecha-Frieza on Earth or Androids 13, 14 and 15 confronting Imperfect Cell.
For this one, I'm shifting the events of Dragon Ball Z: Dead Zone further along the timeline to when Raditz shows up.
- In this case, the events occur on the same day that Raditz arrives, with Goku taking Gohan to Kame House to meet with Bulma, Krillin, Master Roshi and Turtle while Raditz arrives on Earth, has his encounter with the farmer and later meets Piccolo; detecting Goku's higher power level via his scouter and thus leaving before the two can properly fight.
It's at this point that the timeline changes as Garlic Junior and his trio of Makyan minions - Ginger, Nicky and Sansho - take Piccolo by surprise and attack him; failing to kill him but with Kami alerted to the threat via his life link with Piccolo. With Piccolo seemingly dealt with and just one Dragon Ball left to collect this time, Garlic Junior returns to his lair while his three minions track the last ball - the one on Gohan's hat.
- Sure enough, Raditz arrives at Kame House; smacking Krillin away with his tail before revealing that he's Goku's brother, Goku's Saiyan name of 'Kakarot' and his people's home planet/lineage/fate, the fact Goku was apparently supposed to conquer Earth (although this is a mistake on Raditz's part as Bardock and Gine sent Goku to Earth to keep him safe and couldn't reveal the truth to Raditz) and that Raditz is now here to recruit him.
With Goku defiant and the brothers beginning their battle after Raditz threatens to take Gohan instead, it is this time interrupted when the three Makyans sneak attack both Saiyans and the humans on the ground before stealing Gohan away. As expected, Goku immediately wants to go after those who took his son and with Krillin coming along after having recovered from Raditz's earlier attack, with Raditz coming along because he still intends to recruit Goku and/or Gohan (as Vegeta would likely punish/kill him if he fails) and to get revenge on those who sneak-attacked him.
- Using the Flying Nimbus and Bulma's Dragon Radar, the trio follow the signal to Garlic Junior's castle; Goku and Krillin realizing to their horror that the Dragon Balls have all been gathered and that whoever took Gohan did so to acquire the last one to make a wish - with Raditz's scouter collecting all this information. In the meantime, Kami telepathically contacts Goku and Krillin to warn them about Garlic Junior and his father's failed attempts to become the Guardian of Earth.
Despite their efforts, they arrive too late as Garlic Junior wishes for immortality from Shenron and the Eternal Dragon departs. When Goku, Krillin and Raditz arrive moments later, Garlic Junior gloats about becoming immortal with his wish - with Goku battling Ginger, Nicky and Sansho (been joined mid-fight by Piccolo), Krillin searches the castle for Gohan and Raditz decides to "crush" Garlic Junior himself since he's the leader and Raditz is not fully convinced of him been immortal.
- Similar to the original film, Goku and Piccolo are able to deal with the Makyans and Krillin is able to find Gohan, but Raditz doesn't have the same luck against Garlic Junior - who has now bulked up into his Super form.
(Depending on the sources for Power Levels, Raditz is between 1200 and 1500 while Garlic Junior is at 1450, so the pair are relatively even in power. However, Garlic Junior's immortality, Raditz's cowardice when it comes to fighting stronger opponents due to his fear of death and his untrained tail all tip the balance in Garlic Junior's favor).
Sure enough, upon discovering Raditz's weakness with his tail, Garlic Junior keeps his foot on it while gleefully and sadistically beating the long-haired Saiyan to a pulp; enjoying seeing Raditz - terrified that he's going to be killed and unable to fight or flee - begging for his life, with Raditz's scouter been destroyed in the process.
Eventually, Goku and Piccolo enter battle with Garlic Junior before he can fatally injure/kill Raditz - with Raditz watching his brother and Piccolo fight the Makyan (despite believing that he is impossible to defeat) before seeing the pair apparently win against him.
Question is, what do you think would happen next?
= Do you think Raditz in this case, after seeing his brother's strength and resolve while having had some time to reflect himself, might seek to apologise and possibly turn over a new leaf by joining his brother on Earth; later helping knock Garlic Junior into the Dead Zone and helping to prepare the heroes for the arrival of Nappa and Vegeta - either by training Gohan alongside Piccolo or joining Goku in been transported to the Check-In Station by Kami to run along Snake Way to King Kai's Planet?
= Do you think Raditz would still be evil and resume his fight against both Goku and Piccolo - only to also end up knocked into the Dead Zone along with Garlic Junior via Gohan's rage attack, with him possibly returning in an alternate version of the Garlic Junior Saga (where he again may have the option of redeeming himself or remaining evil)?
