I mean Semi-Perfect, compared to Imperfect and Perfect is just average. Like TFS Vegeta said "How can you be Semi-Perfect? You're either perfect you're not me."

At least you can look at 1st, 2nd, Final, Golden and Black Frieza without getting Xenomorph vibes unlike his 3rd form.

Semi Perfect Cell looks the worst out of the three Cell designs and I felt Imperfect Cell was more menacing.

as for Frieza's 3rd Form it looks horrible. So glad he doesn't use that form again

Frieza's 2nd form is good. 3rd is worst alongside Mecha Frieza.

Neither of them are ugly, but Cell's design is slightly better.

Semi-Perfect Cell is ugly in a good way, Third Form Frieza is ugly in a "who designed this" way.

I think I would choose semi perfect cell as a better looking form than a xenomorph 3rd form frieza

Suppressed Frieza forms look like a guy with hairy sunburned limbs wearing an underwear. Add to that earthworm tail that's always cut short, oversized cliche Xenomorph Xerox cranium and horrible shoulders with weird salamander-looking head and you'd get Third Form Frieza.

Semi-Perfect is arguably Cell's best form. He retains Imperfect's color scheme while removing that weird plushie beak and edgy slit pupils, improves upon helmet and fills up his anorectic frame. His face is very expressive but retains sharp features, Androids' icy-blue eyes and overall gives him ugly face that fits with the "genetic abomination" theme his earlier forms were going for.
