The only people who should be on this list is Buu (kid), Zamasu and Omega Goatron. Zamasu is in 3rd place, again, he's misguided but he wouldn't really kill fellow gods who follow him or believe him (most likely). Buu would kill anyone at any given chance, as well as being the self proclaimed personafication of evil. Shenron is the literal embodiment of negative energy. Its more of a toss-up on who is more evil

TBF, them being made of evil ironically puts them lower. Because they are only born because of that evil. Zamasu and Frieza are genuinely evil, sure Zamasu is a hypocrite but he's that evil to the point that the Omni King had to personally step in.

The thing is Zamasu thinks he is doing the right thing meanwhile Frieza is like takes being called evil as a compliment.

I mean Syn and Buu were MADE from evil and likely doesn't have the capability/ability to do good

Zamasu has the ability to do good but decides to do the most evil stuff in the franchise

I mean Buu? Destroyed a few planets but so many characters have done so as well

Syn? Attempted to destroy the universe

Zamasu? Not only did he want to purge the entire Multiverse but due to his actions an ENTIRE timeline was erased (Heck Goku Black's timeline possibly got erased as well) so he caused the destruction of two timelines

And again Buu and Syn seemingly can't be good (Buu has to ABSORB people in order to but even THEN Fat/Good Buu have done questionable things and don't even get me started on Super Buu)and I highly doubt Syn can as well

Zamasu? He's fully capable of doing good and wrong and actively did wrong and he even ADMITTED how hypocritical his goals are

yeah Zamasu knows that he's a hypocrite abd that's not stopping him from achieving his goals.

Buu only killed Kais in U7, Zamasu has a high kill count. And Buu destroying planets is not really something to be impressed by considering villains like Frieza or the Saiyans have done so.

every Kai, every G.O.D, and even Super Shenron, also killed people in the alternate Timeline like Future Android 8.

You do have a point, after seeing the fact THAT the immortal zamasu MADE HIS OWN SELF (goku black) slightly question his actions, I do think that zamasu acted out of recklessness but he DOESNT CARE, that is straight evil. But you and I are wrong in a way, It's how we interpret what evil is. I see it as, who embodies or personafies every bad and selfish thing. Everything that screams out evil. Zamasu personafies evil more than buu. Omega Shenron EMBODIES evil/negativity as he was planning to spread this across the whole universe which can possibly grow even more in size over time IF he had won. This is not only about feats, its also about personality or emotion.
