Cell Max already beats Piccolo, and now you're giving him the power to cheat?!?! Like I get this is basically 15 Piccolos, but Gomah went from a regular guy-level threat to a problem for even a stronger version of Buu Saga Goku, so imagine how strong Cell Max would become.

The Tertian Oculus made Gomah a physically pathetic Majin to a being with enough power to beat back both SSJ3 Goku and Vegeta, and matchup to a SSJ4 Goku. And let’s not forget the various abilities it gives like Regen that would make Cell and Buu jealous, and the ability to continuously grow stronger.

A weakened Cell Max was already stronger than Orange Piccolo, so at full power and with Tertian Oculus, he absolutely decimates Orange Piccolo. Even a Kaioken x100 wouldn’t be enough for Piccolo to matchup to this Hypothetical Cell Max.

^. If Gomah can go from below Dabura to initially contending with SSJ3 Kid Goku and ultimately near-equal to SSJ4 Adult Goku with the Third Eye, the Kaioken x15 for Piccolo is not closing the gap between him and Cell Max with the Third Eye.
