Like a solid 6 or 7. I definitely think he becomes less interesting upon absorbing 17 and 18 - like the worst main villain since Piccolo Daimao

Cell is a scrub. He loses almost every fight he's in and all of his wins are petty rematches that are largely in his favor. Don't get me wrong, he's well written, unironically scary and one of the best of all time. That doesn't take away from the fact he's sorta a goober.
