And giving King Piccolo his youth back wasn’t an Evil Wish? And didn’t GT have a whole plot point where any wish had some level of negative energy behind it that built up in the Dragon Balls to the point the Shadow Dragons were born?

For one, wasn’t beyond his power, Goku just decided to stay dead, and two, a wish doesn’t need to be evil to be beyond Shenron’s Power.

Plus there was a Retcon, it’s called DBS, long before Daima. Him affecting people’s PL like he did with Piccolo is something never did or could do. Being able to send people away without their permission and against their will. And also being able to be upgraded, something never established in OGDB or Z, only just getting stronger depending on his creator’s power.

Saying Daima retconned Shenron’s power is false given his powers have been changing throughout the entire series, like in OGDB it was never established Shenron had any limitations, he even said himself he can grant any wish, yet when Z came around, there was stuff he couldn’t do, than later on in DBS his powers again seem near limitless and potentially on the level of Porunga, and now Daima furthered that chain.

It was established by Shenron in that episode that he couldn't make Goku come back to life. It's not false, because as you said, powers have been changing all through the series. But the difference is, all the other times Shenron had to get permission. And before you point out Piccolo again, you need to know PICCOLO ASKED FOR IT. And the power used was the same that Grand Elder Guru did, which Dende, while not knowing how to do, was in his power to learn, so Shenron could do it. You don't need to be equal in power level to awaken someone else's power level. And the biggest point is, Daima was the first series to SPECIFICALLY STATE that Shenron did not work that way anymore, therefore it was a retcon.

1. He could, Goku just refused, cause he couldn’t do stuff like that if it was against someone’s conscious will. Like with Broly, Broly made no conscious acceptance to being teleported, and by even Dragon Balk fight standards, Gogeta almost killing Broly was very quick, and it was also establish in Z he couldn’t do stuff like this if they are stronger than him and Kami/Dende.

2. Ya wanna know who retconned the PL thing before Shenron fully did with Piccolo, Toronbo, an implied weaker dragon than Shenron. Him affecting anyone’s PL and unlocking potential is something he has never done nor was stated to be a capable of still Superhero (and technically Granolah Arc thanks to Toronbo)

3. His abilities changing between series’s are also Retcons, Daima is no different.
