Yeah, no powers. So Goku can't use ki attacks or techniques. He still holds more power than Saitama.

If this includes no SSJ transformations too, Goku is STILL more powerful. As SSG, he can destroy the universe. We don't know the multiplier for SSG, but let's say its base x a billion. That's STILL far more powerful than someone with a enough strength to bust a galaxy.

Goku still wins though on the count he's a master martial artist and has had various teachers teach him. Meanwhile Saitama is just punch, a human level punch in this case.
