I would argue against this because Sans insinuates that Timelines were spontaneously stopping and told Chara that she was the one doing it. And further, when you complete the Genocide Run, it remains canon to Frisk no matter what ending you choose next, with Chara mentioning the strangeness of a second Genocide Run which involves Undyne and has Chara/Frisk at Uni+ levels from the start. There is a reason why Frisk can survive an attack by Asriel Dreemurr in his hyper death form without having a single level. It's pure determination. Sans himself said LV isn't even growing stronger. It just stands for "Level of Violence" which means Frisk is just getting comfortable killing. Not that she is growing stronger from it. It's all about determination. Frisk is Universal+ from the start, which is why she and she alone can reset timelines. The star for saving as well as the power to delete a file and start fresh are considered something "Only she" can do. The star is said that only she can see it. Everyone believes she is Chara, and in the Genocide run, we learn she really is, just reincarnated. Perhaps she merely learned this ability because she was once a part of Asriel who became a god-like being himself after merging with her. Who knows. All we know is that Frisk/Chara's ability to destroy everything is based on determination, and LV has nothing to do with it, since Chara never needs to worry about getting comfortable killing and both can freely erase and recreate a world seamlessly, which was only ever matched by Asriel Dreemur and Photoshop Flowey, both of which are considered Uni+ as soon as you meet them. And Frisk can survive and beat them both, and in the case of Flowey and Asriel, no change in "LV" is required to accomplish this feat. Frisk simply decides that they don't win. She is designed to be the pure avatar of the player, which is why Toby Fox specifically stated that he left everything down to her gender a mystery. In fact, me calling Frisk and Chara "Her" is merely an assumption. Frisk and Chara could easily be considered "He"s. And even Chara's name is a reference to merely being the player Avatar, because "Chara" is short for "Character" in the coding of the game, and her name changes depending on what you identify yourself as when it asks for your name at the beginning of the game. WE are Chara. And Chara's power is purely whatever we decide to do with the game, with the game itself even referencing this. When we do a genocide run, they blame the devil in Frisk's heart for it, and that devil is us, because WE made Frisk kill everyone. Perhaps my scale is a no-limits falacy, but that is merely because Toby Fox created these characters and their lore to be omnipotent god-like beings that we merely need to learn have always been this way.

In fact, there is a specific ending that can only be achieved by hacking the game. And when we do so, Sans will call Frisk/Chara and say "I don't even know how you got this ending. I guess you're just a dirty cheater". Chara/Frisk is us, and we are them.

Chara was not universal during begining of the series, the place the Undyne fought Chara who was not universal yet during that section of the game. She was building level (low ball), Large building (High ball).
I agree, Chara had to be Building + during that fight.
Goku wouldn't be an easily win though.
LV isn't for strength. It stands for "Level of Violence" which Sans states is just a measurement of how comfortable someone is killing another person.

It's just your interpretation tho
It's not really my interpretation. I believe Toby Fox stated that he left everything about Frisk and Chara ambiguous so we could imprint ourselves on them. Or something like that. This is the reason why they have no canon gender, so they can logically be any gender. It's also why their pronouns are always "They or Them" since it can count for both genders.
