The Evil Containment Wave is used for people who are Evil, hence the English name. Jiren had somewhat of a righteous goal, but his trauma brought him to have the audacity to kill Goku's friends so Goku can feel what he felt.

@OVERGAME1995 - Actually, it can be used to trap anyone, regardless of whether they're evil or not.

When Goku was practising it, he successfully used it to trap Turtle - while Kami and Vegeta were both trapped with the attack when Piccolo and Frost were able to reflect it.

That wouldn't be a fun fight for goku though, so he probably wouldn't use it
